Reached out to EA support directly and they at first copy and pasted some fixes like clearing origin cache, uninstalling and reinstalling origin, running ccleaner, flushing DNS...and get this doing a clean boot of windows. After laughing for a few minutes at the absurdity of their 'fixes', I replied requesting elevation of the case, and they said they would let the dev team know, but not to expect a response, and to do a bug report on these forums.
I've noticed a pattern that it seems to happen to those who uninstalled the game and reinstalled at some point. This leads me to think it's their server preventing loadout changes in the database hosting this info. Maybe they changed the permissions of the database for those that uninstalled and someone forgot to write the code to enable write permissions to those that reinstalled. Just speculative, but seems likely.
