You say it's not awarded, because you went into "Collections" and don't see it there?
I suggest you put specific steps for a specific challenge you tried to complete in the Steps section of the bug report along with the steps you used to verify it's not there (e.g. looked in the headgear section Collections for Angel).
A screenshot may also help.
