Weird glitch with mouse arrow causing FPS drops plz help

I'm not new to PC and PC games, I fixed a lot of games related issues.

But this is actually the only one I couldn't solve.

The game run smooth as butter but whenever I move the mouse the FPS drop at least 20 fps, the mouse flicks and glitch in very weird way. here is a Video which can tell more.

Trust me when I say I tried everything, I lowered my report rate to 125, I update all my drives, I even delete the mouse drive and redownload it, I tried to change the settings, screen settings, full screen Windowed screen, everything.

nothing seemed to work.

Please if you have any idea about it, I would really appreciate the help.
