Why can't I take down the Portal server?

This stupid issue has been going on since 2022. 

My server has not been shut down for more than 4 days. As long as there are other players, I am useless as an administrator. I can't kick them out or ban them.

If you can't solve this problem why don't you allow players to have 10-100 server quotas at a time?
