so turns out back in 2019 I had installed the EVGA driver through steam and just forgot it existed. graphics card is also indeed evga, and my previous graphics card was evga.
so I launched the EVGA program and it recognized it was out of date. game got to the main menu then crashed out. reinstalled EVGA program and it hasn't crashed yet. think that was the cause.
