There's nothing wrong with the TTK, the problem is the server isn't registering your damage/shots properly resulting in you sometimes getting 2-3 hit killed instantly or you dumping a mag into someone and nothing happening.
It happens with shotguns and vehicles as well as snipers. Some snipers shots won't even register a hitmarker and won't hit at all, as can be seen from my shotgun clips which showcase the same issue.
