I'm experiencing this also, with killing others. It seems very inconsistent. Sometimes the other players dies as I'd expect with 4 or abouts hits, while other times it requires 10+ hits. It was baffling me so much I even captured and reviewed my game play and slowed it down to confirm if I was hitting of missing my shots.
Similar for dying, it appears I'll die in under a second, ok I'm dead regardless of how. But it's as if I was shot once, maybe twice on my screen, but the death log is saying I was killed by 5 or 6 shots, it just didn't show it that way in game.
I'm wondering if this has something to do with the server tick rate, the way it handles packets, or a net-code issue. Regardless there is an issue in this area.
As for sniper glare, I'd like it removed, we didn't have it in Bad Company and it was fine. Regardless if it stays or is removed, it's extreme currently, like a spot light shining from behind a rock. Glare has never been on 4x so please don't start now with it.
