Move helicopter spawns back in the air

With the current ground spawn system (I know, I know, nostalgia) you can easily brick your whole team if someone throws a hissy fit.

This is because if you stand in the spawn location of the vehicle, the vehicle just does not spawn, and will not spawn till the player moves. 

As a result, the heli either needs to force spawn and kill anyone standing under it, or it needs to go back up in the air in a safe zone.
