Shotgun balance

The primary problem with the shotgun in the beta was not the weapon itself. It was weapon sling and assaults ability to take both a strong med rang weapon and a strong short range weapon. If you want to balance the shotgun you need to remove weapon sling first. 

After that you need to make the following changes. 

Increase spread by like 15% for buckshot and darts.

Decrease ROF by like 10%

Reward accuracy with slugs by giving a higher headshot damage at longer ranges. I would say 100% out to 40m.
