Sniper One Shot kills for pectoral muscles and up leading to the head?

Can we change the one shot kill for snipers to include the pectoral muscles sections leading excluding any arm shots, I believe it would make it fair for players when it comes to close quarters engagements seeing the time to kill for weapons are much faster than before specifically in 10-30m range.
