Yep I had it time after time. I would put 20 shots close around (and a few hitting) the sniper only to have him headshot me in return.
Makes LMG pretty pointless if it doesn't adequately suppress for you and your team to run through sniper coverage. May as well take a carbine and run-dodge through with everyone else.
Perhaps it would take quite a few bullets to build up to a 'very suppressed' state? I'd be ok with that even though it means giving your position away for some time.
There should probably be a flinch when people (snipers) are hit too. It should at least knock them out of held breath or even briefly undo their ADS.
