I would wait for release before changing vehicle balance as we don't have access to the Vehicle customization system in the beta.
If it is like previous BF game, a lot of the stuff mentioned are probably going to be part of the Vehicle customization and progression (e.g. LMG/ HMG, APS system, self-repair, HE/ HESH/ HEAT/ AP shells, etc.)
Edit: Air vehicles are also part of the discussion, I'd also wait for vehicle customization for those (different Heli/ Jet variants, Heli/ Jet weapons and countermeasures: different cannon calibers, Guided/ TV missiles, Passive/ Active AA, Flare/ ECM, etc.)
