Good thread. This is definitely something I noticed as well. I believe this must be intentional, because the flag capture zone is often quite small and deliberately excludes parts of the surrounding area that could be used as cover. Attackers are essentially obligated to hold the surrounding area for the duration of the flag capture, but don't get any score for doing so.
