What is your cheat criteria?
The likelihood of cheating is much higher on PC, since cheating on PC can be done using software, while console requires more expensive hardware and is even then not as capable (no wall hacks, no real aim bot).
If you said you were detecting PC cheaters, I would be less skeptical. The rate you stated for xbox cheaters seems pretty unlikely; especially for supposedly blatant actions.
