I FOUND THE ISSUE (on Steam, at least)
If you're playing on Steam, disable your Steam Input by right click the game - properties - controller - select 'disable steam input' from the drop down on the top right.
I think this error is occurring because, as another person said, if you have more than one controller connected, it won't register inputs, and for some reason, the Steam Input registers as "another controller".
