Phantom Edition soldiers are not part of the pre-order bonus. They're part of the Phantom edition that will be available after launch, so you can pre-order standard edition and just buy the Phantom Upgrade later on if you want those skins and if they look nice.
Yes the phantom edition they've changed the appearance by the looks of it and the grave digger skin. I'm trying to find out why they changed the skins including the grave digger skin that looked like pac.
