boats should be squad spawn only

make the boats squad spawn only unless if the deploy ramp is down. every time I try to set up and use it to mortar someone spawns in the driver seat and beaches the thing or just straight up steals it and drives it into an enemy heavy area where we get spammed with rockets and die in 5 seconds. it cant be used at its fullest potential when anyone on your team can spawn into the drivers seat

even in game modes where there's like 8 boats available around the map people insist on stealing mine. at the very least make it so nobody can spawn on it if there's nobody in the drivers seat.

also, the acoustic mine needs a arming time. people are just dropping the thing on the ground and it goes off instantly doing 480 unavoidable damage if you're moving at even half speed.
