Then they removed the Portal PvE ability for no apparent reason two weeks after launch and I haven't touched it since. DICE/EA advertised "Play Your Way" and then ruined this through either incompetence or deliberate deception. I hope it is the former.
You can still Portal PVE with no restrictions in a custom server. Only caveat is challenge completion and unlocks are disabled.
I think most people are referring to the freedom of being able to play as they desire on all the default maps in all the default game modes such as Conquest, Rush & Breakthrough.
That's not possible unless, like yourself, they know how to code and have the time and are willing to do that...and as you already mentioned, they wont be able to use all the weapons and attachments they've paid for already since it won't unlock for them in Portal PvE.

Okay, sure. But that's a different discussion, sort of. This is what they said:
"So when we will have the ability to do this again? Even if they won’t allow us to earn XP, at least allow us to play in the sandbox a bit after a day of hard work!"
If they want more refined portal options that make it easier to make a custom server that behaves like a regular server, say that's what you want. If you say that what you want is something that already exists, it's hard to figure out what should be changed.
