Bring back local hosting PVE servers!

This seems like such an easy, obvious solution that I can't fathom why it hasn't been implemented. It was probably the biggest thing 2042 got right. EA could allow full progression, even with reduced XP like was originally promised and so many people would be back. Not to mention server strain would almost completely disappear.

Am I just completely ignorant? Is there any drawback to local hosting from a business or gameplay perspective? Casual players aren't going to play PvP no matter what happens. So its not like it's further splitting the player base. Casual mode is really just a sweat farm. And most importantly EA doesn't have to pay for local hosted servers. Why not do it?
