Bring back 'Request Order' leader demotion and add essential vehicle commands

Bring back the "Request Order" function in the Commo Rose, alongside a couple of much-needed vehicle communication commands.

1. Squad Leader Demotion System

Inactive squad leaders frequently ruin the flow and cohesion of a match. The mechanic should work as follows:

• The Rule: If a squad member uses the Commo Rose to request an order, and the leader fails to give one within 60 seconds, the squad leader position automatically transfers to the requesting member.
• Why it matters: Active orders give the squad a clear objective and award vital bonus XP. This system ensures that squads are always led by players who want to play the objective, preventing active players from having to constantly leave and split up existing squads.

2. Contextual Vehicle Commands: "Get In" and "Get Out"

The Commo Rose desperately needs specific, context-sensitive options when a player is driving or piloting a vehicle:

• "Get In" / "Need Gunner": A clear callout to nearby infantry to hop into empty vehicle seats, rather than having them blindly run past a tank that needs support.
• "Get Out" / "Bail": An urgent command for when a vehicle is about to explode, or when a driver wants passengers to drop out and capture a flag while they provide heavy cover fire.
