Where can i report a cheater that's not in game, Because you all dont take ingame reports seriously clearly, where its going to be taken seriously and you all are actually going to do something about...

I reported a player the other day. Their lowest accuracy percentage for their worst weapon was 60%. They were above level 100 at the time, this was a few weeks ago, and were just destroying everyone in the lobby. Had 130ms of ping. No ban.
I get that some of that could be from farming bots, but they were winning gunfights instantly and died only once during that match. Doing this while running around away from their team.
Lost quite a bit of faith after that. The bar was low too.
