Based on what the devs have said, they will prioritize console players to play together and backfill with PC players if they can't make a full lobby.
To be clear, I played several hours of the beta (got to level 20 with time to spare) and never felt like I was facing a hacker. People exploiting the roofs of building, sure, and occasionally getting killed after getting behind cover (lag compensation, most likely, not unusual).
They did say it but in fact crossplay on on consoles was 50-70% PC lobby.
