Console v PC OCE Region issues and/or smaller regions

Please don't split the queues, and please don't merge us with SEA. This killed PUBG. I get the desire for people to have competitive ranked but we are a small region, so first priority should be stable queues in normal mode - just BR Quads (they're working well most days and on weekends).
