Game refund disabled on purpose

Im trying to refund bf 6 and buy it on steam instead so i can actually play the game. But i cant use the refund tool to refund bf 6 any more for some reason!!!

Waiting for EA refund tool to finish while I'm downloading on steam.  This is lame!
