People who want a server browser don't know how to use a server browser. The fact that I need to attach screenshots to prove that servers exist and need to explain how a server browser works (and always has!) indicates that all you complainers are the problem. You will never get what you want because you are too lazy to use what you want (and already exists).
You think a server browser should read your mind and telling it what you want and clicking 'apply filter' is TOO HARD and COMPLICATED. What you want is one button that will put you into the game. That's what you already have. It's called matchmaking. It sucks.
You only need to tell the server browser which game modes you want to search for, and whether you want to display full or empty servers (or how many empty slots is your preference). If you think that is too complicated or too many clicks, you are hopeless. It's like... 3 clicks? 6 clicks? Depends on what you want. This is the OG browser functionality we already had. Nothing new or more complicated. Only difference is you can't save a favorites list and sometimes it forgets your previous preferences. Big whoop! I'm pretty sure the OG server browsers forgot your search filter preferences each time you launched the game too. Play a server you liked? Take the time to write 4 or 5 characters onto a piece of paper.
Matchmake servers don't appear in the list because they are instances which constantly change. If you don't like matchmaking, don't worry about not being able to see them. Matchmake servers can't be joined in this way and would break the experience between each round anyway. ... so useless. They are incompatible technologies. If you want a server browser (which does exist!), you need to join persistant servers (which do exist!). You need to decide what you want and quit complaining about who has greener grass. If you want the OG experience, you need to use the server browser to join persistant servers. The OG experience didn't have matchmaking. You can't have both at the same time.
Quit complaining.

The portal server filters are just bad if they cannot even allow one to filter in only the full progression servers.
They promised a filter for progression ever since they started cracking down on the bot farm servers. Still nothing.
I can imagine a lot of players lose patience after they mouse over the 10th Modified XP server in a row

First of all, they are community servers. "Portal server" has negative connotations because there was a lot of garbage created. All community servers are published through the portal website, yes, but not all of them are customized in any way. I think it is more fitting to refer to them collectively as "community servers", as they are presented in the main menu of the game, and then refer to only the customized ones as "portal custom". There is no such thing as a portal server browser. There is no server browser on the portal publishing website. There is only a community server browser inside BF6, and therefore it is more fitting to refer to them as community servers listed in the community server browser.
The filters are sub-optimal. Yes. They can be improved. Yes. A ton. But, per your definition, the filters are not "bad".
You can filter in only the "full progression servers".
Click Filter. Click Maps & Modes. Select Conquest, Rush, and Breakthrough checkboxes (and Battle Royale, if you are odd). Apply. Presto, only full progression servers are listed.
If you see too many empty servers, apply the 1-5 or 6-10 available slots option in order to see only populated servers.

I will make sure to try that. But I am pretty sure people can make Conquest, Rush and Breakthrough into modified XP.

I don't think so. They should either be verified-mode with full XP, or custom. Custom doesn't list as conquest, rush, or breakthrough, even though they try to mimic it. And verified-mode has too many guardrails now push it out into something else. I could be wrong, but I don't think I have seen verified-mode with modified XP since EA worked through the whole bot farm problem and created guardrails.
I have specualted that EA could better define what an "official' server feels like and add that checkbox option (maybe even as a default); as it would maybe encourage more people to use community servers. But at what cost? It would drive even less traffic towards creators or communities who want something different, and would stifle what EA has otherwise encouraged. It's tricky.
Few people use community servers because few other people use them. Even though they solve all the matchmaking issues people hate, and are now 60 hz, everyone stands in the shadows looking at the empty dance floor. The only people who don't care are PvE players who don't want to play with a lot of other people anyway.
