I agree with so much of what you said. But, regarding "Persistent Official Servers", I would like to note that they exist. BattlefieldOfficial has published a bunch of verified-mode experiences with countless people re-hosting duplicates. They exist. They are out there. The biggest hurdle is getting people to realize they exist and getting people to use the server browser in general. I think the majority of players who finally notice that there is a server browser click it, see a bunch of garbage broken afk or farm servers, don't attempt to filter results because they somehow think that is a complicated thing to do, never realize that there are official servers and options that fix so many of their matchmaking complaints, and never look at or consider using a server browser ever again.
Can we get the broken farm and afk servers deleted at some point? Can we get some basic check-boxes like "official" or "full xp" or something by default to get at least some people curious and coming back? The community section is completely dead at the moment. I am totally against hiding creator's content by default by only showing full xp or official servers by default, but no one even uses the community section because they think it is all garbage, so it's not like the current solution is the answer either.
What have we come to that the kiddies think clicking "filter" is too hard? Are we doomed in general?
