Let side scroll wheel move horizontally through mode selection menu

We can roll the scroll wheel to vertically navigate the mode selection menu, but then we have to move our mouse across the screen to navigate horizontally. It would be nice if we could rock the scroll wheel to the side (for mice that support it) to scroll the current row horizontally
