Individually they are aren't that effective and more just a nuisance, but as mentioned if you get 2-3-4 players just spamming mortars than some areas can become untenable, which I guess is the point. Possibly be better if you only had half a dozen rounds to spam and then a longer cool down. No one should be able to spam from a HQ zone and be invincible to counter mortar fire though
