New Sobek City still needs improvements in Breakthrough

While the fixing of the drone glitch fixed one source of the issue, there are still people getting on top of the roofs of the tall buildings in New Sobek City that have no designed way to actually get up there within the map itself. If it's not accessible by way of the map itself, then people should not be up there. As much as I like the setting of the map, the flow for Breakthrough is all messed up because people get up there. It's not a very enjoyable experience and makes the map become one I want to avoid playing. I'm unsure of what the best solution should be but those roof tops should not be playable bounds on Breakthrough.
