One thing about ban those heackers...

recent days i have played BF6, some player i suspected a hacker, they all have one common feature: they all have a VAC Ban from steam. Why DICE can not link VAC ban with steam before those hackers play BF6? also, where can i know those suspect "hacker" i report in game, what state they are, and onec they are identify as a hacker, what punishment they get?
