You can still play mini-duo's (training grounds). It isn't rank locked - it's the only duo's playable in my country because normal duo's can't get 100 ppl together. Mini-duo's supports players above rank 500 - is that not the case for you?
My suggestion to EA is to cut the duo's lobby size in half to 50. It's just dead at 100.
