But bro, how will anyone be able to tell that you are assault if they don't lock that skin to that class? I mean, if you are wearing scuba gear, CLEARLY you are an engineer. If you have some oni mask, you MUST be support.

It's a bad design decision. Despite not class locking weapons, they for some reason class lock skins. Very odd decision.
