Having done some 'testing' now I believe that PC players are being used as 'filler' for console lobbies in preference to filling the lobbies of PC players that have managed to turn cross-play off.
So the insult is further than just not giving the option in settings. If you do manage to work out how to get the same rights as a console player, you will be punished by being given bot-only games.
NOTE: I don't actually know if it is the same for console players, but I don't think so. I don't see any console player complaining that when they turn off cross-play they get bot-only servers even when there is a console player pool of thousands.
A call to Action: PC players: Go find out how to turn cross-play off. I can't tell you here because - further insult from EA/DICE: apparently people are getting banned from forums for saying how - but it's out there.
The more people that play PC cross-play off, the bigger pool for people that want to play that way. Then even if EA/DICE want to suppress that choice by avoiding match-making with PC cross-play on folks, we will still get what we want despite them trying to stop it.
