Problem with lack of Portal settings & unintended gameplay changes

I reported this long ago in the bug reports forum section.

You will see that the same thing happens if you ever save the server as hardcore and then untoggle hardcore and save again. Once EVER saved as hardcore, those UI elements never come back no matter what you select, unless you delete and recreate the server as a new experience.
