Rebalance Attachment Points

Some of the attachements in the game currently have a ridiculous cost for what it gives.  For exemple, the SL9's extended magazine is a whopping 55 points for 30 more rounds. This means players cannot experiment with different builds and that a lot of attachments will go unused because theres just no way to fit them with anything.
