Repurchase BF6 on XBox on another local account????

Just having my 15 yo try and get in to play BF6 using their XBox account but it's saying BF6 has to be purchased again for areas like the campaign but can play the free RedSec areas. What's happening here? I've never seen a requirement to purchase multiple times for one XBox just for a different user account on that XBox. Is this what EA is trying to do or is there something wrong?

I'll need to check my other Xbox account, but just to check, do you have his account linked with yours on his Xbox?

Edit: I've tried my other account now (same Xbox) and was able to play as normal.
