To my knowledge EA doesn't really care about this kind of stuff. I think they loosely enforce using a VPN, but if you run a remote network with a static IP kind of thing then it never raises any flags with them.
Personally I think a 100 ping max should be enforced. Obviously not just instant ban, but if your on a server for... idk, 2 minutes... with a ping over 100 then it kicks you. I don't think a ban is even needed, just kick people who are consistently over the limit. If they keep getting kicked maybe stop them from queuing for 5, 10 minutes.
