You can still 1 player start a server against bots. It just takes more work from the creator.
Here are solo start experiences I have made for you to try out:
Large conquest, 3 large maps full of vehicles, mostly-faithful reproductions of popular 'vanilla' conquest maps to give you a legitimate experience that will train you for playing the same maps against humans, solo start, team-switching enabled in the game to allow you to play with or against friends, and custom bots filling the server up to 48 players: ZH6YV
Small conquest, free-to-play Golf Course/Clubhouse (unless EA decides it is no longer offered to non-paying players), solo start, infantry only (besides golf carts and fourwheelers), custom bots: ZC2RY
Team deathmatch, 2 free-to-play (unless EA decides otherwise) maps, light transport vehicles, custom bots: Z91ZJ
I have other experiences and hardcore or softcore versions of most of my experiences. Just search for more by creator.
Like any other server, as humans join, the number of bots deplete. You may host any of them with a password if you don't want any humans in your game.
Note: if the server you host has a lot of up time (closing in on 100 hours or more), you will probably have lag spikes and weird AI behavior. Rehost until you get a good server. Server up time can be seen by turning network performance bar on to 'always' in settings -> system -> network. The right-most value is total server up time since it rebooted.
