The people making the challenges should be forced to clear them themselves...

Just don't do them. If enough people fail to complete them, they see in their statistics that it's not raising the player engagement and they'll lower them. The opposite is also true. If people do the challenges regardless of difficulty, they'll keep raising the numbers until it becomes a job.
