0x3B tstsec.sys windows crash

I have SecureBoot on and TPM 2.0 and UEFI. still get a black screen of death that says tstsec.sys error code 0x3b. ran sigverif and all drivers are signed, nothing suspicious in log. Turned off core memory integrity from some suggestions as well.
