Steam guide for anyone still encountering this problem on how to fix it:

I FIXED IT, OR MAYBE IT FIXED ITSELF
- First exit Steam.
- Then you need to remove the manifest file for BF6. It looks like this 'appmanifest_2807960.acf'. You will find this file in the SteamApps folder, which is inside the Steam folder on which ever drive you installed the game.
- Do not uninstall BF6, just remove the manifest file.
- Then start Steam.
- Steam will show BF6 as installable. This is normal.
- Then install BF6, Steam will verify the existing game files.
- If it doesn't work, RESTART Steam, it will then work and the Play Button will show.
It does a small 512B update, then just says Game Not Released, and continues to do this over and over.
Tried restarting Steam.
Tried clearing download cache.

Moving the game manually to a different drive partition seems to have helped? Now have a 356mb update. I had to move it manually, taking the game's Steam folder and the manifest file since Steam won't move a game that needs an update.

It's still saying Game not Released.
This didn't work for me on removing the notice in the download, but it did restore a broken EA Connect link in the game where I couldn't see my friends list or messages. The original post did remove it, though, so now both problems are fixed. Thanks all the same!

You're welcome! I spent exactly 2 hours trying to figure it out haha, then it dawned upon me, how do I force Steam to verify a game's files, the only way was by removing the manifest file! I'm glad it's helping people, in more ways than one.
