Bad 1% lows despite decent system.

Hello everyone, I came here to see if anyone else has weird/bad 1% lows in this game? 

My 1% lows are basically stuck between 52-60fps while averages are in 110-120 because I capped my fps to 120 in game. 

I am running the game at high settings with dlaa at 1440p 

I'm on 5700X3D, 5070 and 32gb of ddr4 3600mhz cl18 ram.

Game is installed on NVME kingston fury renegade. 

Also, I tried undervolting my cpu, I tried locking my fps and the only thing that made my stutters (which I had in the past) a tiny bit better was uninstalling HD textures. 

But even with HD textures gone, my 1% lows are "bad" because of how high the average fps is. 

Locking the game to 60fps makes 1% lows stay at 59fps which is great if it actually felt good or was smooth experience for me. 

Is there anything I can do to fix this? I am confused how some people on YT can get way better 1% lows at 1440p on ultra with weaker gpu and same cpu as me. 

I am currently using C state enabled, balanced power plan, -25 offset for PBO to make cpu more efficient and yet still, 1% lows are "bad".
