So I have a 5090 and a 9800x3d, my cpu usage is 100% and my cpu temp is 80c even with every case fan on maximum, the only time my cpu ever hits 80c normally is during shader compilation in games so this is definitely not normal.
I am getting great FPS though, about 200fps at 4K Ultra with DLSS on performance and frame gen turned off.
You can fix 100% CPU usage in one way only, and that is by changing the power mode in Windows from High Performance to Balanced :) It's simple and there is no change in FPS. (1080p - 120fps locked - FPS guide from YT)
