i had the same issue and went through a ton of different steps to diagnose but in the end, i resolved this by enabling XMP on my ram through my bios. you can find a general guide for this by searching how to enable xmp for your motherboard's manufacturer.
other steps I tried before ending up at this solution, in case any of these may be of use to you:
checking ping on various servers (turn on ingame scoreboard ping to check) to confirm it was not an internet issue
noticed CPU usage was a little high so attempted several things to troubleshoot that specifically such as setting graphics to all low, limiting FPS to 30, 60, etc to check if there were any improvements (there were not- indicating it did not have anything to do with CPU use)
turning off E cores on my processor (did nothing)
several "fixes" posted with creating .cfg files and adding lines that are supposed to modify CPU usage (did nothing, the codes provided by these guides do not actually affect the game)
