Bots taking up all lobbies

Why is it even with 20k players active on steam every time I try to play the game, not on casual gamemodes that the entire lobby is mostly bots? I won't play the game anymore because of this and I spent $70 on this game for pvp against real people not ai that are the easiest thing in the world to go against, the experience just feels flat with 80% of the lobbies being bots and they don't fill up with people either, I kinda wasted my money if this is what the game is going to be.
