Cannot use Text Chat in any capacity (PC)

Hi all,

For whatever reason, I am unable to use the text chat, at all. I can open the chat panel hitting Enter, J, K, or L, and can see what other people are typing, but I am entirely unable to type anything myself. Further, when I hit Enter, etc, to open the chat panel, my windows mouse cursor appears on the screen. The chat box only vanishes when I click - pressing Enter again or Esc does not make it go away. I have tried clicking on the text chat box to see if a cursor or something appears and that does not work either. I have run a repair install, but that did not work. Next option is to attempt a total reinstall, but I'm hoping someone has some advice before I go that far.

Game works fine otherwise, just can't talk to anyone.
