Community Servers Cannot Be Started, but It's Not Due to Quota!

I've been waiting in line for days to start a host, and it kept saying the quota was full. Today, for the first time, I didn't get a quota error, and I was really excited! The dots on the Host button were moving. Even though I waited about 25 minutes, I couldn't start the host. When I came back to the same place to try again, the Host button was still waiting with the dotted spinner. I waited another 15 minutes, but nothing happened. When I closed and reopened the game, the Host button returned to normal, but when I tried to start it again, the same thing happened, and the host never started! I couldn't start it because of the quota anyway, and now my enthusiasm is completely gone! I'm really fed up with this...

My System is PC and EA App.
