Console matchmaking priority

There is 100% something going on with the console prioritisation. Searching with an Xbox Series X and every match I get put into it's 95% full with PC? I thought you said it would fill with PC if it can't find anymore consoles?

Is there a setting on Xbox, like there is on PlayStation, to play with console players only?

There is one in the system setting of the game but good luck finding a lobby in oceana servers.
