Does the recoil pattern lower your sensitivity?

Does your sensitivity drop every time you shoot? It makes tracking feels super heavy, like the recoil pattern is "dragging" your aim, The other BFs didn't have that mechanic.

It's really painful to play with this, weapons with higher recoil make this worse, and it's really frustrating trying to control the recoil and adjust for this "weight" as it changes just to hit the target.
