Framerate locking/stuttering

I am having a bizarre bug that causes my framerate to get locked at 80 fps and stuttering. To fix it, I have to change any random graphics setting (like upscaling), then my framerate returns to normal and the stuttering goes away. The issue reappears when I respawn, although not always. Any fixes?

Specs: 7900XTX (latest driver), 7800X3D, 32GB RAM
